Non-technical Risk Management

IDP Consulting provides strategic planning and implementation advice to multinational energy and mining companies developing and operating large-scale infrastructure projects, particularly those requiring Lender financing.

This advice focuses on managing environmental, labour and community risks and impacts.

​For 18 years, we have been providing consulting services through a number of different IDP companies. These were re-structured in 2019 and now our environmental, labour and community management services are provided through
IDP Consulting (Singapore) Pte Ltd and IDP Consulting (Mozambique) Limitada.

Services

IDP Consulting delivers a range of project development services from front-end strategic input to subsequent long-term implementation support.

Strategic Planning

• Strategic issue and risk identification, option analysis and development of management strategies • Opportunity and constraints analysis • Input into legal agreements • Input into execution strategies (EPC contracting strategies, supply chain) • Gap and due diligence assessments • Resourcing and organisational development

Impact Assessment

• Develop strategies for Impact Assessments that are compliant with Host Government and International Financial Institution requirements • Review Impact Assessments prepared for Host Governments and compare against international standards • Develop gap-closure plans and conduct associated supplementary studies to close gaps • Scope Impact Assessments • Develop baseline data collection strategies • Conduct Alternatives Analyses, including site and route identification and optimisation • Conduct Project-stage ENVIDs (Environmental Aspects Identification) and other risk identification workshops • Manage Impact Assessments

Labour Relations

• Conduct labour risk assessments prior to commencement of construction and as an adjunct to Impact Assessments • Develop labour strategies to mitigate key labour risks through bespoke labour relations enablers • Apply labour relations gap analysis tools for assessing and monitoring of contractors to ensure the effective implementation of labour strategies • Provide strategic labour relations advice relating to the project context and labour risk profile

Communications and Reporting

• Lessons learned workshops for senior managers, drawing on experience from 13 Lender-financed projects • Development and dissemination of material for external reporting, consultation and engagement purposes • Preparation of client performance reports for lenders and other stakeholders • Environmental, Labour and Community Management services are provided, as required, in conjunction with our alliance and delivery partners

Biodiversity, Ecology Studies and Anti-poaching

• Specialist terrestrial and aquatic biodiversity guidance for projects, including biosecurity assessment and management, management of invasive species and development of biodiversity offsets • Ecological studies, wetland delineations, aquatic ecology and aquatic health surveys, Red-Listed species surveys, critical habitat evaluations, ecology management plans, and ecology monitoring programmes • Ecosystem services assessments • Wildlife-related safety training (large game and dangerous snakes) • Anti-poaching and biodiversity and wildlife security services

Environment Labour and Community Management

• Definition of practical mitigation and management measures and conversion into executable processes (contracts, action plans) which integrate with client management processes • Alignment of client processes with financing requirements (for financed projects) • Field-based monitoring (auditing) of conformance to requirements and implementation of ELC Management Systems

Lender Interface

• Technical assurance and management of the relationship between project sponsor and the lender group • Coordination of lender due diligence (pre-financial close) and monitoring program (post-financial close)

Community and Local Content

• Community health impact assessments and implementation oversight • Resettlement planning, implementation, monitoring and auditing • Community stakeholder engagement strategies and implementation plans • Local capacity development • Community development planning, SWOT analysis, prioritisation processes, resource and action planning

Specialist Surveys and Studies

• Organisation, planning and oversight of field studies and surveys including unmanned aerial surveys, baseline surveys and validation of impact predictions • Data interpretation, laboratory analysis reporting and extrapolation of insights to inform project risk evaluation and risk mitigation strategies • Specialist scientific studies for operations or future plans, e.g. decommissioning
